CHERRY COUNTY, NEBRASKA
County facts
Dated information on commissioners, population, insurance, and the Kilgore agreement.

ELECTIONS
Three or five commissioners
Nebraska Elections Director Andrew Buller wrote on September 29 that increasing the board from three to five would leave Cherry County’s at-large election method in place. At large means voters across the county elect the commissioners. He said a separate action under section 32-554(1)(a) would be needed to change to district elections. [6]
His reply says the two new seats would initially be filled by appointment. He describes a 2028 election with two four-year terms and three two-year terms, followed by staggered four-year terms. This is attributed election guidance, not a prediction about who would fill those seats. [6]
POPULATION
Population: keep the dates with the numbers
| Measure | People |
|---|---|
| 2010 Census | 5,713 |
| 2020 Census | 5,455 |
| April 2020 estimates base, Vintage 2025 | 5,458 |
| July 2025 estimate | 5,561 |
The Census counts show a decline from 2010 to 2020. The 2025 estimate is 1.9% above the 2020 estimates base. The estimates base and the Census count are different values and should be labeled separately. [7]
INSURANCE
What NIRMA’s $500,000 means
NIRMA describes a $500,000 self-insured retention for its property/liability pool, with a separate $250,000 retention for privacy/security events. These describe the pool’s coverage arrangement. They do not, by themselves, establish a direct $500,000 county payment for each claim. [8]
A specific county cost requires the applicable coverage documents, deductibles, assessments, and claim details. This summary does not estimate that cost.
PROJECT RECORD
BSH Kilgore: a dated project record
The July 27, 2026 FERC order accepted cancellation of the generator interconnection agreement, effective August 24. That is the agreement for connecting the project to the grid. It does not, by itself, resolve separate litigation or rule out every future project proposal. [9]
