What the permit requires

Written approval before use

Condition 2 requires a completion certification and written DWEE approval before operating the new waste-control facilities.

Well locations

Condition 3 requires as-built plans showing all onsite wells after construction.

Monitoring

Condition 4 requires a site-specific plan and implementation of an approved plan upon completion of construction.

Scope

The permit lists 4,999 proposed swine of at least 55 pounds, 600 existing exempt feeder cattle, and two underfloor deep-pit barns.

What DWEE said

In its August 14 response, DWEE said the application met Title 130 requirements. The response describes post-construction inspection, review of land-application records, and groundwater-result review. It also says county and Natural Resources District requirements remain separate. These are the agency’s statements and responsibilities; they do not document completion of each later step. [5]

Records still pending

USDA records request: PCC is awaiting responsive records for request 2026-FPAC-BC-07490-F. The September 29 reply confirmed processing, but supplied no substantive records. Status reflects the correspondence reviewed through September 30.

Earlier decisions

The state permit was issued August 13, 2026. The public-comment period described in DWEE’s response ended July 31. Earlier county decisions and pre-permit research belong in the historical record. [5]
